ATIP Consultant – Bilingual
Adecco is currently recruiting for an ATIP Consultant for a as needed contract (up to 67 days in a year).This opportunity is Hybrid in Ottawa. The successful candidate must hold a valid Secret Security Clearance.
The ATIP Consultant will have the following responsibilities:
Receive and assess eligibility of ATIP requests;
Perform or provide all administrative support to the ATIP process; and
Maintain a tracking system for all ATIP requests that consists of date of request, tracking number, to whom the file was sent, follow-up date and date completed. This is to be done for each request in order to ensure it is completed within legislated timeframes.
Perform a thorough review of documents;
Analyze information in documents according to the Access to Information and Privacy Acts (ATIP);
Prepare information package for release (this involves tasks such as photocopying, assembly of documents and formatting);
Recommend exemptions and exclusions as applicable pursuant to the Acts by highlighting information and quoting relevant sections of the Acts and recommend consultations as required;
Identify any non-relevant information to the request;
Identify any missing documents (i.e. missing attachments, missing letter being referred to, etc.…);
Provide any comment/advice that may be useful to the Office of the correctional investigator when reviewing the documents;
Prepare a recommendations sheet (document log) for the request and verify fee determination of ATIP requests;
Maintain a tracking system for all requests under both Acts;
Gather and compile statistical data for the Annual Report to Parliament and for reports to the Treasury Board Secretariat;
Prepare and provide advice for the Annual Reports to Parliament and for the annual Statistical reports;
Draft responses and letters of decision relative to the Acts and/or the processing of requests;
Review and analyze records in both official languages;
Using Access Pro or another ATIP management tool, mask text/information not to be released;
Respond and request consultations from other Government of Canada departments and other organizations, as required;
Communicate with the Office of the Information and Privacy Commissioners in relation to a complaint;
Participate in and provide information and advice in support of systemic investigations that have a privacy or access component;
Edit videos and sound (masking) prior to consultation and release to the requestor;
Prepare correspondence, notes, internal and external consultation letters and briefing material required in the ATIP review
The ATIP Consultant must meet the following mandatory requirements:
Must have a minimum of five (5) years’ experience within the last ten (10) years processing ATIP requests pursuant to the ATI and Privacy Acts with expertise in the assessment of exemptions under sections 16, 17, and 19 of the ATI Act and sections 22 and 25 of the Privacy Act.
Must be fluently bilingual in both official languages (English and French).
Must have experience working on projects where they were required to develop training curriculum and/or deliver training sessions related to ATI and Privacy Acts.
